Debian can be installed on a 486 - quad core. There are lot of choices in terms of processor although I advise the 486 . For the memory and hard drive. 128 MB and 6 GB suffice. Of course if you have more it will be better.
I personally Ubuntu (Debian based) installed on a PC with 900Mhz Duron, 1GB RAM and 80GB disk. And it runs without any problems. Now everything depends on what you want to do with your Debian.
Installing Debian regular e based on the old Pentium II 300 MHz or 500 & it is running. Even on a 386 it should work, but without GUI. On my old laptop with a Celeron 300 MHz, 128 MB of RAM & a 20 GB hard drive, I also put a Debian system, but with a simplified graphical interface & it runs very well. It depends on your needs.
