Cannot go through to Windows 7 start up Screen.

I have made a fresh Installation of Windows 7 on my PC.I have rebooted my PC and it comes up to Startup screen and afterwards the is no signal to the Monitor.

Try to do system restore to restore your PC to a previous state where it had worked.

Once I was also facing the same issue .I tried to install a new display driver by going in to safe Mode and installed over there, it worked for me hope it will work for you also.
