Startup tab and newtworking stuck after startup

My computer startup is very fast but after it starts, if i click startup tab or bsnl quicklaunch icon, they wont open. Inshort i cannot acces them till 30 secs. And as shown in screenshot, my Nod32 startup also doesnt disapperar after startup till the problem persists. . Even if i uninstall antivirus, problem persists so problem is not with it.

I have disabled all useless startup programs and have cleared Temp and Preftech folders. I have just formatted also. Defragmentation also done.

THERE IS NO PROBLEM IN OPENING MY COMPUTER AND OHTER THINGS AFTER STARTUP

AND I CANNOT ACCESS NETWORKING VIA MY COMPUTER TILL MY PROBLEM MENTIONED ABOVE IS GONE.

I have 2 GB RAM, 2.40ghz processor, XP SP3 and Nvidia 630i motherboard.
