vista issue - who would have guesses

my issues are as followed.. i have google and found this to be a common issue. just hoping someone was as a firm proven answer:

issues:
1) running updates "Page failed to load"
2) Device Manager "Page failed to load"
3) Add/remove "page failed to load"
4) my network connection..


HELP
i dont want to have to re-format if i don't need to.
