How can I acess system administrator?--pls help

VHP is a quite a good stuff.. but my problem is i cant open system registry of my own computer.. i cant open commands such as reg edit and all of the commands that is related in configuring or editing my system registry.... i can install/uninstall programs that i want...

help pls...
