Trouble in the installation of Win 98

After accumulating a lot of things, I decided to reformat my two HD, and wanted to install two OS, planned w98 and Ubuntu. But in the installation of nearly w98 to start I get this error:ERROR SU-0013:
The installation could not create files on the disk drive and can not install Windows. If I use HPFS or the file system of Windows NT, I need to create a partition Start MS-DOS.
I formatted my two HD format with MS-DOS several times but still leaving the same mistake. So far I have not installed Ubuntu gave me no problem in the installation to use my PC. How could install 98?

I installed xp w98 because I did not recognize my second HD, which is three times more capacity than the other ...
