Moving NT Server to an AD Domain

I am getting the Error " Domain Controller for this Domain cannot be Located"

I have tried lowering the security on the DC and several other Google search troubleshooting ideas for this error but not getting anywhere...!

Do you have have a DNS server on the network and does the workstations set to register its name with the DNS server? On my windows 2000 domain at work, if I remove a machine from the domain, then try to readd it, I get an error msg about the creditials aready exist and can not join the domain. See if the machine or the machines name is registered with the DNS server. If so, delete the entry from the DNS and try to join again.

Yes I do... following directions I manually added the server to the domain first didn't allow it to create it when it tired to register on the domain... then when I got this error I deleted and recreated it... but still the same issue...!

I have read somewhere about checking the Licensing on the DNS server for a NT Server License... but am not sure how to do this? Can you help?
