I am also having the similar trouble with an 82579LM card in a laptop Dell Latitude with a PowerConnect 5524 and 5548P change. Fixing the port speed physically is not a satisfactory explanation to this. I will contact Dell technical support soon.

I have this similar trouble. I called Dell and complained on several occasions, and I have said that any time a firmware update will be released. Updating the drivers on each machine that connects to this device basically makes it completely useless to me. Very disappointed with this purchase. A new MacBook Pro is not very unreasonable to expect a machine to connect without troubles right out of the box, do not understand how it passes quality control.

The trouble is caused by the ESA standard (energy savings). It is packed by the NIC in the laptop / desktop. This standard is not very well defined so different provider implement differently.

Regarding the next firmware release will allow you to disable PC55xx EEA completely force all other devices do not make use of it too.

Attempted disabling the switch, and have yet succeeded in getting self-working link. Should it be possible in the current firmware to disable this option and have self-link to work appropriately?

There is no point going into information of it. New-fangled firmware 4.0.1.11 is obtainable for PC55xx switches. There is an answer to the trouble described. Please update your switches.
