A VLAN is not of much use if it has not been assigned an IP Address. Routers in VLAN topologies provide broadcast filtering, security, address summarization. IP address on a vlan interface enables the network administrator to manage the switch over the LAN. However, VLAN-enabled switches cannot, by themselves, forward traffic across VLAN boundaries. Not sure if it applies to this switch, but most managed switches will have a serial port. It's just for security reasons that it's not always used for data traffic purposes.
Switches work on the layer 2 of the OSI model and it will be contain only one Ip address for the VLAN. While the Layer 3 switches have more than one VLAN IP address. It helps to manage the data traffic between the different vlan.
Use the arp command to bind an IP address to the Mac address. This command will be works on the system for managing the IP address information for managing the data traffic. Command prompt has to be help to do this command execution process. The switch itself does not have a mac address. Router has been provides the IP address to this switch.
