I have around 168 users and anyone who shutdown there computer logs on with authentication failed on DHCP all users Static are fine and whoever did not shutdown.

It really seems to me that some of the computers that you have there are missing or are failing on the 802.1X authentication. It really seems to me that this is basically the Client Side problem. Let me know what is the authentication method that you are using on your side. In addition to that see if you can verify the client certificate. Press the Windows key and the R key. RUN windows will get popped up; in this window type mmc and then press ENTER. Then in the File menu click Add/Remove Snap-in. After this click on the Certificates and select the Add option. Verify this on your Computer and click FINISH and then click OK.
