make new users

hi all

my it manager give me a task make new groups for company

departments add users none of the user have right to install any software

and or make any changes like uninstalling the software or make any changes

in control panal.he told me make an admin account if any client want toinstall

any software go to client`s pc login by that admin account and install

software. plz help me in this matter

not from the stand alone computer but from active diectory

• Open Active Directory Users and Computers.
• In the console tree, right-click the folder in which you want to add a user account.
• Where?
  * Active Directory Users and Computers/domain node/folder
  
• Point to New, and then click User.
• In First name, type the user's first name.
• In Initials, type the user's initials.
• In Last name, type the user's last name.
• Modify Full name to add initials or reverse order of first and last names.
• In User logon name, type the user logon name, click the UPN suffix in the drop-down list, and then click Next.
• If the user will use a different name to log on to computers running Windows 95, Windows 98, or Windows NT, then you can change the user logon name as it appears in User logon name (pre-Windows 2000) to the different name.
• In Password and Confirm password, type the user's password, and then select the appropriate password options.
