Sounds like issue with Port Forwarding, you need to set up it. i think your net work provider might not be blocking port 80 if so connection should be fatal.. this will help you to tell your router that requests on port 80 are sent to your web server. router has a web interface when connects to to set up Port Forwarding. so you have to Forward port 80 to the internal ip address of your web server, in order to un block it

turning off windows firewall may leads this kind of situation rarely,so make sure that your Windows Firewall is turned off
did you configured exception for your port 80?
how ever if you are alternating the port number from 80 to 6010. use http://localhost:6010/ rather than of http://localhost/

    Re: Port 80 blocked

I would like to mention that what kind of firewall and/or port-blocker are you with? If port 80 is currently blocked,t's only by known source someone must have set a program to block it. Do you have a software firewall AND a modem firewall try to inactivate them and see any thing happening.
If it's broadband, decrease the settings to something less
    Hope this helps ...

Dude, may the variation in Ip address will lead this kind of irregularities.do go in to your config file and change the server IP to your current IP,
also you can try to configure port forwarding on HTTP/HTTPS ports . youcan contact your network provider, they can assist you to sort this out
    good luck...
