Recently one of my friend was facing the same problem & I suggested her that it attributes to slow DNS servers. Try giving Open DNS. DNS IPs are 208.67.220.220 & 208.67.222.222.

This might definitely help you ...!

Right off the bat it sounds like a firewall issue to me.

But, it can also be a DNS problem...are you sure you're pinging the right subnet? What are you pinging..a host...a router...a switch? With many hosts, ping commands fail unless the host allows ping requests. Are you sure that the host you're pinging allows ping requests?

Have you tried the "home" command from your computer? If so, what happens?

I suspect your first hop is your ISP, note that mine is the 3rd hop, and it also times out. That's just the way it works, no problem there. I have a couple more hops for the router and the VoIP adapter before my signal goes out.

Re: How to debug tracert timeout error

Couple of things could be happening there, first thing is that if you are trying to ping or run tracert and you are not using a pppoe connection, then you're not connected at that point. You need to run the application for your dsl provider, or whatever it is to connect you, once you do that then ping and tracert should work.

If that still doesn't work then it's entirely possible your ISP has blocked what's called ICMP packets (ping and tracert), it's possible and I've seen it before, in fact, some Verizon DSL customers cannot run Ping or tracert, it's blocked.
