IE perhaps in the off-line mode?
Did you install Windows7 x64 and Antivir?
Both does not get along with one another. Then it comes exactly to your problems.
It's highly unusual that any software company supports an operating system that is still in beta. Basically when using an operative system that is still in the beta stages you are accepting that not all software will work as intended.

I had fixed the problem as AVG free was not allowing the browsers to connect, i finally just uninstalled avg all together and it let me through. But I don't know what may in your case !!
i found the solution to this last night after weeks of struggling with it:
right click on the yellow triangle by the network icon in your taskbar.
click on "open network and sharing center"
> "change adapter settings"
> disable your network. wait a minute, and then re enable it.
your network should go back on in a few seconds.
