Virus wiped but Can't Access Control Panel

After having an virus and wiping my system clean with avg I am having some troubles to access control panel. Ever time I try to access control panel or properties I keep getting a message saying the administrator is not allowing me to do it. I have only one account on my computer so dont understand the problem. please can any body help me to know what is wrong? thank you

Perhaps you do not have it set to show. Did you check by right clicking Start and selecting Properties. Then click Start Menu and then click the Customize button. Now select Advanced. Under the Start menu items box is Control Panel set to Display as a link or Display as a menu. Or is it set to Don't display this item

Download the "HijackThis" Installer from this link:

1. Save " HJTInstall.exe" to your desktop.
2. Double click on HJTInstall.exe to run the program.
3. By default it will install to C:\Program Files\Trend Micro\HijackThis.
4. Accept the license agreement by clicking the "I Accept" button.
5.Click on the "Do a system scan and save a log file" button. It will scan and then ask you to save the log.
6. Click "Save log" to save the log file and then the log will open in Notepad.
no there check for any suspicious application that is not not installed by you.
if such thing present i will suggest you bit defender to scan computer.

Well, try one or two things lised below:
1. update your JRE with JRE v6
2. run sfc /scannow in the command prompt
3. Rt click c drive( windows boot drive), to TOOLS, and then click check now button.
