How to permanently remove toolbars in Outlook 2007? or at least Lock them?

I get standard toolbar whenever i click on Mail, Calendar, or Contacts in Outlook. I have been trying to turn them off using right click but for some reason they keep on appearing again and again.
Just to get rid of the toolbar, i have tried uninstalling and reinstalling Outlook but no luck. Is there some workaround for locking or deleting the toolbar permanently so that it doesn't appear again??

Thanks in advance tho those who will try to help.

I think you are talking about the Duplicate Toolbars that Appear in Outlook. If I am right then you can go through below article and try out the resolution mentioned there for getting rid of it.
