Need an Excel spreadsheet to use as an ITIL CMDB. It does not need to support loads of CMDB data as a federated enterprise CMDB will suck in the Excel data.

I think there is no one that can help you for Microsoft Excel. A CMDB is not a simple inventory . Not to be confused with a CMDB inventory or a simple database that stores each computer that has an active business . More than that, it shows the relations that exist between each of the assets. You will need to search for some tools that can help you to manipulate the data inside it.
Building a CMDB is in practice one of the biggest challenges in implementing IT Service Management. ITIL V3 brings the concept of "Service Lifecycle" at the center. I will too recommend to have a look for the tools for this purpose. I am not sure to provide any support for Excel.
