Word 2003 Protect Form

The options to protect a form are not working in Word 2003. The lock on my forms toolbar is greyed out as is the "Yes, Start Enforcing Protection" button under tools/protect document.

How do I activate this function?

You can try to Display the Control Toolbox by going into view > toolbars > control toolbox. Incase the design mode button is highlighted, just click it to turn in off.
