You cannot do this power on task directly on your motherboard. You can do this only when the system is in the sleep mode or hibernate mode. In that case, you need to set an options present on bios of this motherboard. Then only you can wake up the system from sleep or an hibernate mode using the bios facility. You need to check all the options onto it. I hope this will be work to set an mouse and keyboard functions enable for power on system.

The bios option for wake up can be done using the following procedure.
    • First reboot system motherboard and immediately press del key. It enters into bios of the system.
    • Then go to Power management setup menu of the bios.
    • It shows you the Wake Up Event Setup option. Click on that option.
    • Then next is to enable the Resume by RTC Alarm option.

After enabling this you can see that system helps to you for enable function that works to wake up system from sleep mode using system keyboard and mouse.

You can also do this task in alternative way. In that first enter into system bios and find out the EUP2013 option. Then turn off this option. This will be work to do the task on your system. For doing the same task you can also take the help of the motherboard manual.
