Intel Core 2 Duo E8400 giving low speed to my computer

I bought new assemble computer system from my friend last week. I am using computer system with Intel Core 2 Duo E8400 processor. Speed of this processor is 3GHz but working of my computer is too slow as compare with other low configuration computer. What is a problem in my new computer system? How can i solve this problem? Please reply me as soon as possible.

If performance of your computer is low then it not means there is a always problem in your processor. If your other hardware is also not performing well then also you get this type of problem.
