question HP Compaq dx2300 failed to power up

Hello friends, I have a HP desktop computer which runs on Windows XP. A client of mine complained the her computer does not come on. When it is switched on, All the fans start spinning but the monitor does not display anything. The speed of the fans goes on increasing and then suddenly stops. The operating system does not boot at all. What might the problem be? Is this a power problem or the motherboard problem?

It definately seems to be an overheating issue? How old is her desktop computer by the way? If the computer case can be opened from the side panel, then try to feel the heat generated on the cpu by touching it. Try to apply heatsink or either some thermal paste on the cpu, clear all dust particles and run the computer by letting the side panel of the computer case opened.
