What is VIA C7 Processor

i have heard the name of the processor that is VIA C7 Processor which is this processor ? is that faster than core 2 duo ? also does it support 64bit operating system and hardware ? this questions are for knowledge purpose because my friend tell me something wrong about it

I had StepNote NC1501 a laptop equipped Entry-level components with Via C7-M processor, clocked at 1.5 GHz. This processor, it does not shine by its performance (far from it) in favor of eating very little and be very cheap. The computer has a 15.4 inch widescreen, driven by a graphics controller integrated Via Chrome 9 HC. It supports DirectX 9.0, and a prior able to use Aero, but the StepNote comes with Windows Vista Home Basic (without the new interface). but if you compare with core 2 duo that has far away with performance , core 2 duo is better and faster.
