I was wondering what should be the usage of the CPU when I am not performing any task. Because my task manager shows 100 percent CPU usage for number of tasks. How can this be possible ?

The CPU usage shows you any value, it keeps on varying. The best thing you can do to find it out is by recreating the situation where it spikes. At the same time, run Task Manager and check which process is consuming the CPU cycles. Then, Google the name of the process to find out the detailed information about that process.
Open Task Manager -- check for the tasks consuming lot of memory -- also check for multiple instances of tasks.
Well, I dont think its your CPU problem, but it seems that a program or task is causing this problem. Scan for viruses using your Anti-virus program. I would recommend you to scan with Spybot, its pretty good when solving out these sorts of problems.
