PCI Device Power on. What is this?

Among the features in my BIOS there is this: "PCI Devices Power on".
In practice, turning this feature I would turn on the PC using a PCI card. But how exactly? What PCI card can be used for turning on the PC?

    Hello,
for example, a network card or a capture card.
To understand: could "encourage" remote ignition if the PC is connected to a network (for example an office) or may turn on whether a video surveillance system is "excited" with a movement and then I need that I have a PC records of the subsequent events.

Hello Alchmey, thanks to the rapid and precise, but I have another question:
if I have a pci card with USB ports and connect an infrared receiver to a USB port adapter able to turn on the PC from a remote?
