Best LCD/LED monitor within 10k

Something went wrong with my system crt monitor, I have got it checked form a local store and they are asking 3 k for fixing it. They said that there is something wrong with the cathode ray tube in it. I have used it for a long time and now I am willing to get a new 17 or 21 inch LCD/LED monitor. My budget is 10k, so suggest me accordingly.
