    HD 4650 GPU Clock Drops

Alright, here it goes. I'm trying to build a decent gaming computer and since I am on a budget, I thought a good gateway graphics card would be the ATI HD Radeon 4650. It works pretty good, Oblivion on ultra around 80 FPS and WoW on ultra around 40 FPS (not that impressive, however that's all I really need). But there are periods of time where the GPU clock drops from 700 MHz down to 110 MHz(!). I've read online that this is a "power-saving" feature. Which leads me to think that I either need a new PSU, (current max output is 550W, but I'm pretty sure I'm not taking advantage of all that power, neither am I sure how to do it) or get a new mobo with a PCIe x16 slot that gives more ampage than I'm supplying currently (whick I'm also not sure how to check). I'm also gonna change the CMOS battery as a shot in the dark. Any suggestion would help. Thanks!

Sorry to say but dude.. Its already 8 years old. Its life is over now . But still if you want to get through it, that probably its power problem. Check all connections between monitor and power cords. If its ok ,than you need to get it repaired.
