Ati Catalyst 10.1 Driver Doesn't Work

I have dell computer which has Windows 7 64Bit Ultimate. It also have Connect3D Radeon Hd 4890 graphics card. I have recently installed catalyst 10.1 by overriding 9.12, but I unable to start driver. I get following error message.

Windows in Device Manager ATI Radeon HD 4800 Series.
This device is not working properly because Windows can not load the required drivers for this device. (Code 31)

I don't know what is that mean. I don't know why Ati Catalyst 10.1 Driver Doesn't Work. Please help me to fix this problem.

Use following steps to fix this problem.

1. First uninstall your ATI drivers properly.
2. Now reboots your computer.
3. Then uninstall microsoft.net framework 1 / 2 / 3.
4. Installs cccleaner and do a registry cleaning.
5. Now again reboots your system.
6. Now again run ccleaner (important), then successively installed dot-net 1 / 2 / 3 and then your ATI drivers.

I have nothing installed. During installation of Windows 7 (for the liability was the same thing) it automatically detected my hardware and recognized the 2400 PMA alone. Then he went to get the driver through windows update and it worked. I'm not there but my pc will go and see the driver version that Windows is fetched. The problem with the 4650 AGP is that it detects the comments being "VGA compatible controller" and I changed the driver apparently. I guess it does not change the driver in maintaining that he had found for the 2400 AGP it should work. When I say "work" I mean that Aero works fine and the performance index windows looks good to me. With the 2400 AGP, I 3.5 for Aero and 5.1 for gaming. So there is a driver that works!
With the 4650 AGP, I 1.0 in both cases ...
There is probably a solution ...

I also had the problem with the installer, it crashes whenever I try an installation. So I launch the installer, I expected that the package is extracted in c: \ ATI (path). After I clicked on "Manage" after right clicking on Start -> Computer ". Then on Device Manager, right click on my video card : "Update Driver ". Then I did searched manually and I selected the folder C: \ ATI driver was updated. I made this with 10.4 and it worked.

I also have the same problem. After the uninstall of Catalyst 1.10, I mean, I could no longer install Catalyst drivers nor the CCC. Did it already with driver sweeper and driver cleaner pro tried, without success. Does anyone have the solution? Have an ATI Radeon HD 3200 on my HP TouchSmart tx2 1310eg and Windows 7 64bit.

You have to use following methods to fix this problem.
1. Remove the Upperfilters and Lowerfilters values completely from the following registry key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}

2. Restart your computer.

First go to following site:

Windows 7> 64 Bit Edition> Radeon> Radeon HD 4XXX Series
Under the download button is always what is about to be loaded:
Catalyst Software Suite -> everything in it but only in English -> Display Driver -> only the driver.
Now go to the Catalyst Control Center -> only the CCC -> then select appropriate language and press ok.
