Whan i turn on my PC the monitor remains black for 10-15 minutes

From last week I'm facing this problem.When i turn on my PC it remains black for 10-15 minutes and then the screen comes back to normal state.At first i thought it is because of virus, but even after restoring the Norton Ghost Image the problem exists.
Has someone faced this issue? Is it a hardware or software problem.

Well i havnt faced this problem yet................I am using following config PC
MB = PKL5-CM ASUS
HDD=Kingston 250 GB
Ram=2gb donno brand

as far as i am concerned i think this is a MB(mother board) problem......
u should talk to ur System Provider..........Or try clearing the CMOS for once
