The main difference between a pci-e 1.1 and pci-e 2.0 is the bandwidth. Pci-e 2.0 is completely backwards compatible with earlier cards.
It depends on the card, but i think every pci-e 2.0 card out right now is backwards compatible. No video cards even use all the bandwidth of an x16 slot, pci-e 2.0 isn't necessary.
