How do I link task to task, avoiding subtasks
Follow the below steps to link tasks in microsoft project:
- On the View tab, in the Task Views group, click Gantt Chart.
- In the Task Name field, select two or more tasks you want to link, in the order you want to link them.
- On the Task tab, in the Schedule group, click the Link Tasks button.
- Project creates a finish-to-start task link by default. You can change this task link to start-to-start, finish-to-finish, or start-to-finish.

I am reading your question to be that you want to the link the summary tasks together.
This is possible in Project but not recommended. Linking summary tasks may cause circular relationships which in turn, corrupt Project files.
In addition, the subtasks are where work is occurring and should be where the relationships between the work packages should be defined
that being said, you can link discontiguous tasks by selecting the first task (predecessor) , press and hold down your Control key to select the successor task. Release the Control key and click the Link tasks button.
