queries regarding port binding in BSNL broadband

I am looking an answer for all of the following question.
    1. Can i use my friends account if he doesn't complain without letting the bsnl people know about it?
    2. Do i need to send a request for port binding or it will be done by the bsnl?
    3. Can i use someones account on other broad band providers?
    4. Are the bsnl people aware of such kinds of flaw?

You can only cheat them until they run their regular checks regarding this type of cases.BSNL do the connections by default but you can request them to use someone else account on MTNL. But the risk remains the same for both and BSNL people might be very well aware of this kind of flaws because it is a security feature.

As per my knowledge in order to do port binding you need a user id and password. This user id and password are to be binded to the phone line by which it is initially used and are changed after some no of use because of which it is not possible for one to use your ID and Password from anywhere. Also keep in mind not to use any other ID or Password in order to try it by yourself else it will result in a problem to the original user.
