BSNL 3G link speed is low

Hi,
I have a Nokia C5-00 I am connecting my PC to internet through it but I am just getting a link speed of 460kbps (in task manager )but it should be 10.2Mbps (as C5-00 has 10.2Mbp HSDPA and 2Mbps HSUPA) I am using BSNL 3G Connection .I have recharged my SIM with 1500/- .

I thought the network BSNL is providing is of 460Kbps but when I asked this to the call center person he said the the link seed is dependent on the device u r using
Can anybody help me on that .

for ref. link speed is not the download speed but the max.speed that u can get from the connection .

I can understand the stuff that you are missing but here in this case I want you to just try and complaint to the service provider of the SIM that you have. I mean here you are using the BSNL then just visit the customer care office nearby and then place a complaint regarding it. I hope you are getting me here and I guess they will co operate with you and help you in this case.
