HP IQ506 DVD/CD drive

I just installed a new HP rewritable DVD/CD drive, Model # DC-8A2LH. When I turn the computer on it makes a sound like it is ejecting a cd, even though there is not one in the drive. When I put a cd in the drive, the green light goes on for a few seconds and then goes out. It will eject the cd when I push the eject button.
The DVD/CD drive does not show in Device Manager. I have downloaded all of HP's drivers and it still doesn't work.
I have a touchsmart with Vista sp2.

Hello, first tell me is it a desktop computer? Which drive you are using are you using SATA or IDE drive? I would suggest you to check your power and data cable appropriately. Check it is securely connected or not. Is your DVD drive predictable within the Bios Setup screen? So just press F2 or delete to go into the setup. Check all these settings first. Possibly will be a variance through upper \lower filters commencing the old drive, or third party.
