This is an incorrect deduction. All your USB ports are on the same
motherboard.
The motherboard battery would not be involved anyway.
No need to flash the BIOS for this because everything was working before
with the old BIOS.
All of the above were great ways to troubleshoot operating system
(software errors). The only other thing I'd suggest doing in this regard
(software) is to look in Event Viewer to see if there are any errors.
Start>Run>eventvwr.msc [enter]
A very easy way to tell if the fault lies with Windows (software) or
hardware is to boot with a rescue cd such as Knoppix or a Bart's PE. I
prefer to use Knoppix because it is a Linux distro and therefore has no
connection with Windows at all. If you can't get the USB ports to work
under Knoppix, then you know this is a hardware issue.

Link 2 - Bart's PE
To get Knoppix, you need a computer with a fast Internet connection and
third-party burning software. Download the Knoppix .iso and create your
bootable cd.
One option i hear a lot is to uninstall and re-install the usb drivers. but you want to make sure you have the drivers you need.
Do you have sp2 installed? Or did you install anything before your usb starting acting up? If so you could try uninstalling that, but chances are if some program caused this then the uninstall may not fix it anyway.
So it may be that you may have to end up uninstalling the usb drivers themselves.
"Or did you install anything before your usb starting acting up?"
I have made no changes in my computer’s software, made no updates.
What are the USB drivers? Is this a system software thing or a device driver? If device driver, I have already uninstalled and reinstalled the drivers for the scanner.
I dont know how/where I get actual USB hub drivers.
See if it may help.
USB Devices Quit Working Unexpectedly in Microsoft Windows XP
A USB device, such as a camera, scanner, or printer, loses its connection and stops working unexpectedly. The device may appear to work fine when Windows first starts up but later stops working. Use the steps (below) to resolve this issue.
Disable power management on the USB hub
To preserve power, Microsoft Window XP tries to disable USB when a device is not used. Under certain circumstances this function does not work and may cause USB devices to fail to respond when called. To resolve this issue, disable power management on the USB hub by doing the following:
Click Start, and right-click My Computer.
Click Properties, then click Hardware.
Click Device Manager.
Double-click the Universal Serial Bus Controllers branch to expand it.
Right-click USB Root Hub, and then click Properties.
Click Power Management.
Deselect Allow the computer to turn off this device to save power.
Repeat Steps 5 through 7 for each USB Root Hub.
Click OK, and close Device Manager.
You can access Device Manager by right clicking on your My Computer icon on the desktop and selecting Properties from the menu, then click on the Hardware tab > Device Manager. Or press the Windows key + Pause/Break key together, on your Keyboard to open it.
I had a similar problem a couple of weeks ago and spent 4 days trying to solve it, nothing worked for me until I found this simple fix....
Close down the PC completely and unplug the Mains lead from the wall socket, unplug any USB devices connected to the PC.
When you have done that, press in the Power button on the front of the PC and hold it in for a minimum of 1 minute.
After you have done that, leave the PC alone for about 45 minutes.
When the 45 minutes is up, reconnect the mains lead, connect the USB devices and turn the PC on.
You may laugh, but it fixed my problem and I was surprised after 4 days of trashing my Registry, trying different Drivers, different Fixs, of which none worked.
ound this solution a month or so ago when the same thing happened to me. Shutdown your PC. Unplug it. This apparently clears any residual power on the motherboard. Leave it disconnected for a few minutes. Reconnect everything, boot up your PC and your USB ports and devices should be working again! Let me know if it works for you.
