CD is not pressed once, therefore you can not change its name.
If it is a burned CD, which has not yet been finalized, you should be able to do so by adding a new session in it (which is a shame, since you lose type 20MB on the CD just to change the name).
In summary, from a used CD/RW packet writing mode, you will not have quick solution to it.
It has been forever. On all OS: PC (Windows 95, 98, Millennium, 2000, vista, linux, etc.) and Mac.
Yes there's a simple way. Burn your CD & Windows will let you change the volume name in the process.
