higher education in Italy free

Hello,

Is higher education in Italy free for all? I've completed my Bachelors in Computer Science and I would like to apply for Masters in Italy.
What is the procedure for application?

There are many Universities that establish their own fees in Italy and you will have to bear a legal minimum fee for enrolment and maximum level for student contributions to costs and services that cannot exceed 20% of state funding. The average fees that a student needs to pay is somewhere around between 850 euro and 1000 euro per year.

Dear there are no free education in Itly. I've not find any news regarding this if any one of you have news plz share with me also. I am also interested to go for free study education

How it is possible to be completely free education in italy? I think there will be must some expenses in every program.
