How to create cmd.exe shortcut with current dir in Windows XP?

Hello friends, does anyone know how to create a shortcut in windows XP so that it can launches with prompt in folder which is having shortcuts. Let me clear that I am not looking for program which creates "Run command from here" in context menu as I wanted to use shortcuts in various systems. I would like to see as below. I have also tired with cmd.exe /k cd %1 then also it does not working. Please tell me about it, thank you.

    Code:
     %windir%\system32\cmd.exe [currentexplorerdirectory]

I am also knowing Command Prompt Here Shortcut method, beside that I would suggest that you create a shortcut to %ComSpec% and change it’s "Start in" setting to %cd%, see that it works with that or not.
