Confused about Starter Edition and Restricted Edition ? Its about Windows 7 Starter Edition which doesn’t allow the user to change the default wallpaper which is a Grey color showing a fish.
Many users might wish to install Windows 7 Starter on netbooks or low configuration systems. If you are also planning to install Windows 7 Starter on your netbook, just think twice before you install. In fact, there is no ‘Personalize’ option in the desktop context menu itself.
On Starter Edition SKUs, this bit is set to 0, disabling background setting capabilities in Windows Photo Viewer and the Display/Theme Control Panel applets. The infection goes deeper into system files shell32.dll and themeui.dll too, hard-coding the wallpaper to %windir%\web\wallpaper\windows\img0.jpg.
Workarounds:
- As an Administrator, reset the permissions on img0.jpg, and overwrite file with picture of Mom.
- Use third-party software (note: changes will likely not persist, untested)
Paul Thurrott of WinSuperSite has observed this limitation in Windows 7 Starter edition (Build 7068). According to Paul, there are no additional wallpapers on the system, and none of the usual wallpaper changing methods work. (Even installing Windows Live Photo Gallery doesn’t work: The Set as wallpaper option remains, but doesn’t do anything.)
With Windows 7 Starter, you can open up to only three programs at the same time. For example, if you start WordPad, Paint, and Calculator, and then you try to open a web browser, you will see a message telling you that you already have three programs open.
