Press Ctr + Alt + Delete // File – New Task (run…) // explorer.exe // OK
This will show your desktop icons but not solve the problem
To solve it just do this steps
1- copy "explorer.exe" from other clean computer (from C:\WINDOWS)
2- in your computer go to C:\WINDOWS
3- show hidden files from (Tools - Folder Options - View - Show hidden files and folders)
4- delete explorer.exe and any other files start with explorer...
5- put the new file (explorer.exe)
6- log off or restart
7- log on

look like your theme have change To change a defaults theme Right-click anywhere on the desktop and then select (left click) Properties from the menu that appears
- Right-click your desktop, and then click Properties.
- In the Display Properties dialog box, click the Themes tab. Click the Theme list, and then select the theme you want to use.
- Windows XP shows a preview of the theme. If you like how the preview looks, click OK. Otherwise, click Cancel. Go back to step 2 and choose another theme.
- The new theme takes effect immediately.

Check if the file c:\autorun.inf exists and rename/delete it if it does. If it is only the problem with the icon of hard drive partition (as it seems from the image you have provided), then just go to Disk Management, change the letter of that hard drive partition, then switch it back. Reboot, and then the harddrive icon will come back.
You can use one or more of the following methods:
- Press the F5 key to refresh the icons in the current folder.
- Close and then reopen a window that contains incorrect icons.
- Restart your computer.
- Re-create the ShellIconCache file. This file is re-created automatically when you change your display's color depth. Follow these steps to change your display's color depth to a new setting and then change it back to the original setting:
- Right-click the desktop and then click Properties.
- Click the Settings tab.
- Change the color depth from the current setting to a new setting. For example, change from Highest (32 bit) to Lowest (16 bit).
- Click Apply, and then click Yes to accept the changes.
- Change the color depth back to its original setting.
- Click Apply, and then click Yes to accept the changes.
- Using Registry Editor, add the Max Cached Icons string value with a value data of 2000 to the following registry key, and then restart your computer:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer

If all the above is not working then if we look into your image it seems that your graphics drivers are corrupted you may need to reinstall your graphics drivers , because sometimes its happen that your graphics driver became corrupt and windows switch to 4-bit mode which look like this only . hope it will help you
