How to put a glow around an image?

Is there any method or program to put a glow around an image by using black around a rectangular .jpeg & on top of another larger .jpeg? I alos want to gradient the glow with the help of an outer edge transparency of about 90% to the innermost image that it surrounds transparency of 10%. By using airbrush I can get closer but I am not able to control the ratio of the transparency. Pleas help me with this. Thank you in anticipation.

Did you mean like the one that I have attached? If yes then you can do this by using the feature of outer glow in the layer options pallete of the Photoshop. You can play with the settings by just right clicking the layer that you want ot add the glow to & then clicking layer options & click on outer glow.

Yeah you have got the point. But I guess I will now have to buy Photoshop for this which I didnt want to. Can anyone recommend me any nice version of photoshop? Thanks for the replies

You can go with the CS3 version of Photoshop but it is very costly. Another thing is you can go with free alternatives like Gimp.

Both are free but remember that Paint.net is Raster & InkSpace is Vector.
