Help with Photoshop Brush

I am a complete newbie in graphic designing, doing some artwork from last month. Now, whenever i use the brush in photoshop on a white background nothing comes up but after changing the backgorund color to black it shows up in white? So can anyone tell me how to change the color?

Click on the square below the symbols of a hand and a magnifying glass in the tools palette to change the color & the color picker will be opened.

I tried it but it still stays as white? Is there any other way to do this?

I have the exact same problem with Photoshop CS3 version. I can only use the brushes in white color and no other colors can be used?
