Problem: EVENTID 4321 NETBT

I have recently started to get event id: 4321 every 15 minutes or so and was thinking what can I do to solve this issue. It happens with the second domain controlled connecting to the primary domain controller as well. I also want to tell you that, I do not run Wins on the Windows 2003 server. I also treid to run nbtstat -an and it will not show any conflict so I ran nbtstat -r and restarted but still the issue is happening. So can anyone tell me how to solve this? Thanks.
