SYSVOL share not being created after successful DCPROMO

We want to add a Windows Servr 2003 DC using dcpromo. The existing DC is Windows 2000 Server SP4. We ran the adprep first and the DCPromo works properly, but when we are attempting to demote the 2000 server, then we will get "suitable domain controller not found". So, we noticed that the SYSVOL was not shared on 2003 or no GPO or other related folders created. So, we manually shared and copied GPO from 2000 server. The SYSVOL share will then become unshared after some minutes and the DNS also seems to be working fine. So, can anyone tell me how to solve this issue? Thanks.
