    Explorer.exe doesn't start at boot

My pc crashed due to virus. I performed system restore in safe mode. Now I am getting another big issue on boot. When the system starts I am getting a message that explorer cannot start and the screen is completely black. I tried to start it manually by typing explorer.exe through Task Manager. But still it is not working. Atleast in safe mode I am able to access my files. My antivirus is not showing me pop ups of any threat rightnow. What should I do to fix the issue.

You will need to format your pc I think. Because your device is damaged. It is essential that you must simply use a good antivirus and then check back. You can simply create a bootable antivirus scanner and perform a scan. It will help you. And if nothing works then just re-install XP back again from scratch and then check back. This will be enough to fix the problem you are facing. Do not forget to take data backup.
