InstallShield Scripting Runtime Error 1607

InstallShield Scripting Runtime Error 1607

Greeting, assembled multitudes:

My attempts to upgrade my Palm desktop has created a cascade of
problems. The most recent is that InstallShield is not running
properly on my WinXP desktop. (Possibly as a result of running MSofts
windows cleanup utility).

When I inserted my CD Installation disk, I got a 1607 Error: "Unable
to install InstallShield Scripting Runtime." I had understand that
MSoft's article 888019 tellshow to fix this. However:
-- The Reinstall the InstallScript engine solution asks me to open the
folder: "C:\Program Files\InstallShield\Developer\Redist\Language
Independent\i386, and double-click Isscrpt.msi." However, I do not see
this folder. The closest I can find under C:\ProgramFiles is
"InstallShield Installation Information" folder, but it doesn't have
the right subfiles.(I have set to view both hidden and protected
files).
-- Changing Permissions asks me to check the properties under C:
\Windows\Installer. But there is no Security tab, which I am told to
look for. Is it right that I need to be in Safe Mode to see this?
--I haven't tried to register Idriver and Msiexec, but my experience
with the other two solutions doesn't make me hopeful.

Please excuse the intrusion if this has been addressed, but advice
from someone who has trod the path would be moswt appreciated.

Sorry, this doesn't get me where I am trying to be. My problem is
that I cannot find the files that I am supposed to be modifying (e.g.,
"C:\Program Files\Install Shield\Developer\...\Isscrpt.msi" and "C:
\Program Files\Common Files\...\IDriver.exe".) I have set WIndows
Explorer view to show hidden and protected files and have logged on in
Safe Mode -- all to no avail.

Any hints on where to find these files?

My bad. I forgot to look in "Common FIles". Once I did this, I still
wasn't able to find the \Developer\7\Inter32 subfolder. But I did
find a \Driver\7\Intel32 subfile and the IDriver.exe within that. I
was also able find msie.exe. I ran /REGSERVER for both of these. The
result was a short view of the hourglass and then nothing. I am
presuming (hoping) that this is what was supposed to happen.

Now: If I could only find Isscrpt.msi anywhere on my system. There
is no apparent c:\Program Files\InstallSHield folder on my computer.
