Missing shortcuts and folders in Start Menu

If I right click the Start button and click open, then I get a Windows Explorer view of the items in the Start Menu, as I am supposed to. The issue is that when I go to Programs\Accessories\System Tools, then the Explorer pan that opens shows only about 30% of the actualy folders and shortcuts that do exist in my system tools. I have choose to view contents of System Folders and Show Hidden Files and folders in the View options. So, can anyone tell me why most of the folders and shortcuts are hidden in Explorer? Thanks.

If you right click on the Start button, then select Open All Users. After that go to the System Tools folder and you will be able to see the rest of the folders and shortcuts. After that the programs listed in your Start Menu are a combination of these 2 folders:

    C:\Documents and Settings\YOURACCOUNT\Start Menu

    C:\Documents and Settings\All Users\Start Menu

The shortcuts to programs that are designed to be accessible to all the accounts on your computer are placed in the All User\Start Menu\Programs folder. They are placed in each user accounts personal Start Menu\Programs folder that are visible to that user.

Thanks for the suggestions. When I logged on as Admin then some of the folders and shortcuts were created and the rest when I was logged on with limited privileges. I have never before even noticed the open all users and explore all users option on the context menu.
