no change/remove button in add or remove programs

Help! I'm trying to uninstall Norton Antivirus and clean things up on
my parents computer. When I go to Add or Remove Programs none of the
programs show a Change/Remove button. Most programs do not have an
uninstall option through the start menu either (a few recently install
programs do). How can I fix the Add or Remove Programs problem?

Thanks for the help Alan. I tried the resolution at www.winxptutor.com/arpbuttons.htm
In HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion
\Uninstall\<Program Name>
there are only 3 programs (all recently installed -2 are Windows
updates). Which tells me that at some point the uninstalls for all
programs got deleted. So, any suggestions?

Sorry but unless you did a backup of the Registry, then try a System
Restore back as far as you dare.
