When I open task manager then it reports me that the print spooler in Windows XP is running continuously and consuming 50% of the CPU. There are no other programs that are running. So can anyone help me how to solve this issue?

Can you try to check the system event log for Print Event 20 and if one of the printers is a connected or not. Also, have you made sure whether the user is the admin on the machine or not?
Even I was facing this issue. I have come to know that incase you have Office 2003 installed, then it will create a local printer called Microsoft Office Document Image Writer. This printer object will save your print job to a file that can be read later by the microsoft office document imaging program. Since we use all networked printers and when a user logs into a systm for the first time then there is no default printer set. So, the Microsoft Document Image Writer is automatically selected as the printer. The users dont understand this concept and when they print something and the Save as dialog box comes up then they simply press 'X' out of it. So this job will remain there until the user deletes it, even after restart. So, try to check your print queues and look for a printer with a job pending, this has to be deleted.
Your Suggestion works for me, I was facing this problem from last few weeks..even i am Network Admin..but i can't think with this way....
