Unable to load Library wxfw.dll. Error Code: 126

After an auto update from MS my PC started to act up. When I rebooted I get a
message stating that it was unable to load Library wxfw.dll. and then error
code: 126. Atleast 1/2 or more of my desk top shortcuts are missing as well
as there are no programs listed when I click on the "All Programs" in the
start menu... I've tried to restore to an earlier date but it will not let
me, Only says restoration incomplete, no changes made to your PC.
Somebody please help me out here. :-)
