    Application failed to initialize- 0xc0000022

I am able to log in fine as Admin but when another user logs in to his account then he gets "Application failed to initialize- 0xc0000022" although saying ok to the messages but system wont run Norton and other programs as well. I dont know how to fix that. The admin account seems ok and is booting up fine and running Norton without any issues. This all started after I did a defrag and then a Disk Cleanup but I didnt think I had deleted anything. Any ideas?

Can you tell us if you know the application for the error message it is referring to?

I have the same problem. Yesterday everything ok with windows, no new programmes added, today switched on pc updated by anti virus program from Trend Micro and now windows will not open and the above error message occurs. How do I solve this problem.
